STAR Access - Security Upgrade to MFA - Universities of Wisconsin

Starting 10/12/2026, STAR production websites will be enabled with Multi-factor Authentication (MFA) through Entra MFA sign on.  This is a required enterprise security change. Below are some FAQs that may be of help to users of the STAR product.

Entra MFA FAQs

I don't know my Entra MFA user name or password. Who can help me?

  • For questions related to your equipment, MFA device or your Entra MFA usernames, passwords and expected authentication process, please contact your agency's IT support.

My device or computer isn't working to connect to ENTRA. Who can help me?

I am getting an error message before I get into STAR, Who can help me?

I was able to log into STAR, but I am not seeing what I expect or getting an error in STAR. Who can help me?

User Impacts

Will the URLs that users use for STAR change?

Answer: No. The main URLs that users use in their browsers will not be changing. Only the technical URLs used by QAS or Excel Uploaders or Excel-to-CI workbooks will be changing. However, it is possible that old bookmarks that included additional text in the URL may need to be updated to only use the appropriate web address as noted below:

Why am I receiving the error message "This page was reached in error. Please close your browser. Contact your Help Desk if this problem persists" when I try to login using my old bookmark?

Answer: Old bookmarks that included additional text after the ".gov" in the URL may need to be updated to only use the appropriate web address as noted below:

Will multi-factor authentication (MFA) be requested every time you log into STAR?

Answer: This will vary based on your agency's Entra setup and can be confirmed during Sandbox testing prior to go-live. Some agencies have enabled single-sign-on (SSO) and their users will be automatically logged into STAR if they have already authenticated (e. g. for VPN, Microsoft). Other agencies will require Entra MFA authentication each time their users login.

Are my Entra MFA user credentials the same as my My Wisconsin ID credentials that I use for the My Benefits Portal?

Answer: No. Benefits Administration is no longer done in STAR (though there is a link in STAR to the My Benefits Portal) and therefore requires a different login (Link to My Benefits logins support). My Benefits Portal requires a My Wisconsin ID and multi-factor authentication through that site. In contrast, STAR uses Entra MFA for authentication.

I am having trouble with my Entra credentials and I need to get into STAR to get to My Benefits for Open Enrollment.

Answer: My Benefits is a separate ETF application and can be accessed either using the link within STAR or by navigating directly to the My Benefits Information System from the ETF website.

Why is my QAS or Excel Uploader no longer working?

Integration Impacts

My STAR Excel Uploader is no longer connecting. Why do I need new versions of the uploader?

Answer: Agencies using STAR Excel uploaders or STAR Excel-to-CIs must use updated versions as these will require a different URL to connect to STAR once MFA is enabled. The new versions can be found posted here or by contacting STAR Support: STAR ExceltoCI and Uploader listing

(Note: Current versions should be used until Entra MFA has been enabled in STAR on October 12th. After MFA is enabled on October 12th, the new versions will be required.)

Why is my agency's or application's QAS no longer connecting?

Answer: Any agency with QAS (query-as-service) must update the service URL for each QAS as these will require a different URL to connect to STAR once MFA is enabled on October 12th. To provide agencies with flexibility on when the technical configurations for Production QAS can be made, the new QAS service URLs will become available starting on Friday, September 25th. Agencies have until October 12th to update any QAS to the new URLs below. As of 10/12, the old URLs will no longer work for QAS.

The production service websites to be used for QAS are:

Do I need to change my agency's SFTP file interfaces because of Entra MFA?

Answer: No. File-based integrations via SFTP are not affected by this change.

How will communications be sent out for users of excel uploaders, QAS, etc.? As often those users, don't get the Daily STARs sent to STAR Liaisons.

Answer: Changes to uploaders will be communicated via User Groups and Daily STARs. Testing Thank you to agencies who completed agency testing and readiness validation in the STAR Sandbox environments over the past month.
