M365 Outlook/Teams (Information) - FERPA Restrictions and Directory Privacy
When a FERPA restriction is placed on an individual's UWM identity, lookups on that Office 365 user by others in apps such as Outlook and Microsoft Teams will not be successful.
In Outlook email and calendar, searching for a FERPA restricted user will result in a No results found message:
Similarly, in Teams, searching for a FERPA restricted user will result in a We didn't find any matches message:
Once a FERPA restricted user sends an email to another user or schedules a calendar appointment with another user, then the FERPA restricted user will subsequently appear in the other user's Outlook app. Similarly, if a FERPA restricted user sends a Teams message to another user or adds another user to a Team, then the FERPA restricted user will subsequently appear in the other user's Teams app.
Please note that the ability to lookup FERPA restricted users in the Outlook and Teams apps are independent from one another; for example, although you may be able to see a FERPA restricted user in Outlook, you will still not be able to see them in Teams until they initiate a chat with you.
